In May 2026, the National Health Service of Ukraine made payments totaling over 16.1 billion UAH to finance medical services and reimburse the cost of medications under the “Affordable Medicines” program. The state medical financing system continues to operate stably, providing support at all levels of medical care, from emergency calls to complex inpatient treatments.

Structure of Financial Support for Medicine in May

The largest share of funding traditionally went to specialized medical care — over 11.7 billion UAH. Overall, the distribution of funds in May was as follows:

  • 1.2 billion UAH allocated for emergency medical care;
  • 2.3 billion UAH — for primary medical care;
  • 11.7 billion UAH — for specialized treatment;
  • 884 million UAH — compensation to pharmacy networks under the “Affordable Medicines” program.

Distribution of Funds in Hospitals and Focus on Frontline Regions

Funding for specialized medicine was carried out through several models, allowing hospitals to operate continuously even under challenging conditions. In particular:

  • 5.3 billion UAH — payment for services at global rates;
  • 5.9 billion UAH — funding for treated cases;
  • 257 million UAH — support for medical institutions in combat zones to retain personnel;
  • 171 million UAH — ensuring hospital readiness in high-risk areas.

The state paid special attention to supporting medical institutions in regions directly affected by hostilities. In May, payments to these regions amounted to:

  • Odesa region — 53 million UAH;
  • Kharkiv region — 49 million UAH;
  • Kherson region — 43 million UAH;
  • Sumy region — 35 million UAH;
  • Zaporizhzhia region — 32 million UAH;
  • Mykolaiv region — 15 million UAH;
  • Dnipropetrovsk region — 9 million UAH;
  • Donetsk region — 9 million UAH;
  • Chernihiv region — 7 million UAH.

These funds were directed towards supporting personnel and ensuring access to basic medical services under difficult conditions.

“Affordable Medicines” Program and Priorities for 2026

Reimbursement for medications under the “Affordable Medicines” program remains one of the key elements of social support. In May, pharmacies received nearly 884 million UAH in compensation for medications provided to the population.

It is worth noting that in 2026, the state is reorienting the medical guarantee system to combat cardiovascular diseases. The updated approach encompasses the full range of care — from prevention to high-tech cardiac surgical interventions and subsequent patient rehabilitation.
