Prices for Secondary Housing in Ukraine Exceed New Construction Costs by 10-15%

The Ukrainian real estate market is witnessing a trend where apartments on the secondary market significantly outpace the prices of new constructions — the difference reaches 10-15%. This situation is most pronounced in Uzhhorod, where the cost of apartments on the secondary market exceeds prices for primary housing by 46%.

Price Dynamics in Different Cities of Ukraine

In Kyiv and Lviv, the difference between prices for old and new housing is around 5%. However, overall statistics indicate that the cost of apartments on the secondary market is rising faster than in new constructions. Kyiv and the surrounding region remain leaders in the number of new residential complexes: currently, housing is available in 400 residential complexes here. Lviv has 260 such properties, followed by Odesa, Ivano-Frankivsk, and Khmelnytskyi in the rankings.

Leaders in Prices on Primary and Secondary Markets

In the new construction market, Lviv has offered the most expensive housing for two consecutive years — $1,370 per square meter as of June 2025. This is 10% higher than in Kyiv, where the price per square meter is $1,290. Odesa ranks third in price, while Uzhhorod and Dnipro share the fourth and fifth positions ($1,070 per square meter).

Regarding the secondary market, by summer 2025, the average cost of one-bedroom apartments in Kyiv and Lviv became equal. The most expensive offers are recorded in Kyiv, Lviv, and Uzhhorod, where the price of an apartment can reach $65,000.

The cost of housing in Kyiv is tens of times lower than property prices in the most expensive capitals of Europe

Over the course of a year, Kyiv has dropped more than 30 points in the housing cost ranking: from 100th to 137th place. As of August 2025, the price per square meter in the city center is €1,936, whereas a year ago it was €2,430.

For comparison, the most expensive housing in the world is sold in Switzerland — five cities in this country made it to the top 10 with prices ranging from €18,000 to €20,000 per square meter. The cheapest in the ranking is the Romanian city of Oradea (€1,600) and Odesa (147th place), where the price per square meter in the center is €1,400.
