Verification of Farmers for Soybean and Rapeseed Export through the State Agrarian Register: New Rules

Ukrainian soybean and rapeseed producers will be able to obtain exemptions from export duties under an updated procedure that now fully transitions to a digital format. The Ministry of Economy, Environment, and Agriculture has announced the implementation of a new mechanism that involves the verification of farmers through the State Agrarian Register (SAR).

Automatic Data Verification and Preferential Regime

From now on, to arrange for preferential exports, producers must enter information about their sown areas and expected or actual yields into the SAR. After submitting the data, the system automatically verifies their compliance with established criteria and provides the status of a verified producer. This reduces the number of paperwork procedures and speeds up access to benefits when exporting products.

The new mechanism is available to VAT payers who cultivate agricultural lands. For agricultural cooperatives, additional conditions apply — the mandatory presence of at least five verified participants to confirm the right to benefits.

Digital Control of Volumes and Yields

The state is introducing yield limits: up to 5 tons of rapeseed and up to 3.5 tons of soybeans per hectare. Based on these limits, the system determines the allowable volumes of products that can be exported without paying duties. Starting from the marketing year 2026-2027, the remaining harvest from the previous season will also be automatically considered in the calculations.

“The Ministry of Economy emphasizes that the transition to the new model will require some time for the complete adjustment of digital procedures. Therefore, producers and traders are advised to register in the system in advance and consider possible technical nuances at the start of its operation. It is expected that the new approach will make export operations more transparent and access to benefits faster and more convenient for the agricultural sector.”

Experts predict that the automation of the process will significantly increase the transparency and efficiency of export operations, as well as reduce the risks of abuses and errors.

Since the beginning of 2026, the Ukrainian agricultural sector has shown positive dynamics. In January-February, 9.95 million tons of agricultural products were exported for a total of 4 billion dollars, while the state’s foreign currency earnings increased, although the physical volumes of exports remained at last year’s level.
