The Government has Introduced Electronic Accounting of Notaries’ Notifications on Real Estate Rentals

The Cabinet of Ministers of Ukraine has approved updated rules for notaries regarding the transmission of information about the certification of real estate rental agreements to tax authorities. From now on, this process will take place in a fully digital format, which is expected to significantly simplify data exchange between notaries and the State Tax Service.

Electronic Signature and New Details

According to the new requirements, notaries are obliged to send notifications to the tax authority exclusively in electronic form on the day of certifying the rental agreement. To confirm the authenticity of the notification, a qualified or enhanced electronic signature based on a qualified certificate must be used. One of the key changes is the introduction of a new mandatory detail — the registration number of the notary’s taxpayer card. This will allow for accurate identification of the information sender.

Updated Notification Structure and Rental Market

The form of the electronic notification has been completely revised: it now contains separate data blocks about the notary, landlord, tenant, and the real estate object. This approach ensures the automation of information processing in the tax service systems and reduces the likelihood of data errors.

It should be noted that in the long-term rental housing market, especially in the western regions of Ukraine, there is a noticeable increase in demand for apartments while the supply is simultaneously decreasing, leading to record price increases. Uzhhorod has become the leader in the pace of housing price increases, where in some segments, prices have risen by almost one and a half times over the past year.
